Series documents monthly reports sent to the Child Welfare Commission from child care facilities. Reports include care facility name; superintendent name; name, age, parents, and address of ward; number of wards adopted, discharged or deceased; total number of wards in custody; and movement of wards. Series also contains a complete list of wards in each facility. Care facilities included in the reports are the Albertina Kerr Home; Boys and Girls Aid Society; Children's Home, Portland; Children's Farm Home, Corvallis; Christie School for Girls; Jewish Shelter Home; Louise Home; Mother and Chhildren's Home; St. Mary's Home for Boys; House of Good Shepard/St. Rose Industrial School; Waverly Baby Home; Salvation Army White Shield Home; and the Florence Crittenton Home/E. Henry Wemme White Shield Home.

The Public Welfare Commission was created in 1939 as a result of the combination of duties of the Child Welfare Commission and the State Relief Committee.
